About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking sources to provide credentialing and monitoring services for community care providers under the Veteran Community Care Program, with responses due by May 26, 2026. This is a market-research sources-sought notice; responses will not obligate the government to contract and will not be reimbursed.

The VA seeks a Credentials Verification Organization (CVO) certified or accredited by nationally recognized bodies such as NCQA or URAC to credential and monitor providers furnishing hospital care, medical services, or extended care services to Veterans under VCCP, which encompasses the Community Care Network and Veterans Care Agreements. The anticipated contract structure is a firm-fixed-price, single-award IDIQ with a 12-month base period and four optional 12-month renewals, not to exceed 60 months total.

Core technical capabilities required include real-time dashboards, bulk upload and export functionality, audit-ready reporting, national coverage, user access controls, and data ingestion capabilities. The contractor must perform comprehensive primary source verification of licenses, education, malpractice history, and sanctions dating back 10 years; operate a peer-level credentialing committee for enhanced reviews and appeals; and enroll in and conduct continuous monitoring through National Provider Data Bank Continuous Query alongside monitoring of LEIE, SAM, Medicare opt-out, and state actions. Key deliverables include credentialing application forms and assessments within 30 days of award, credential verification packages within 14 business days of application receipt, monthly status reports, and training materials.

The VA will maintain data ownership; the contractor must ensure FIPS 140-2 encryption and compliance with all applicable federal, state, and local privacy and security regulations. Respondents must provide company details, core competencies, relevant experience, GSA schedule or ordering vehicle information, and detailed pricing models for initial credentialing, recredentialing, NPDB-CQ enrollment and renewals, and ongoing monitoring services.
