About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center is seeking crane services to support the removal and transportation of MK75 gun mounts at the BAE Systems facility in Louisville, Kentucky. The procurement requires a 90-ton crane with operator to perform precise lifting and positioning operations of heavy equipment weighing between 1,780 to 35,080 pounds, including gun mounts, transportation stands, weather shields, and lifting fixtures for loading onto six trucks. This is a combined synopsis/solicitation prepared under FAR Part 12 for commercial items using Simplified Acquisition Procedures, and the agency intends to award a Firm Fixed Price Purchase Order with no down payments or advance payments provided to vendors. The evaluation will be conducted on a Best Value basis, considering which vendors meet all technical requirements, can meet deadlines, and offer competitive pricing, with past performance reviewed only for responsibility determination. All quotes must be emailed to Courtney Brown at Courtney.J.Brown@uscg.mil by October 1, 2025, at 11:59 PM Eastern Time.

This solicitation has no set-aside designation and is open to all responsible sources, though a Justification for Other Than Full and Open Competition identifies Padgett, Inc. as the sole authorized crane contractor at the BAE Systems Louisville facility, effectively limiting competitive bidding. The work is scheduled to be performed over approximately two days between October 21-23, 2025, at the BAE Systems facility in Louisville, Kentucky. While no specific contract value is disclosed, vendors must be capable of self-funding the project until delivery and acceptance by the Coast Guard, with payment terms of Net 30 days through the Invoice Processing Platform. The contractor will be responsible for providing the crane and operator, while the Coast Guard will supply technicians, transportation stands, lifting fixtures, and rigging equipment. The solicitation requires vendors to handle potentially export-controlled drawings and may necessitate Joint Certification Program registration.
