About this opportunity
The U.S. Department of Agriculture's Agricultural Marketing Service (AMS) is seeking unsalted top crackers packaged in 12/16 oz boxes for domestic food assistance programs through solicitation 12-3J14-25-B-0428. The procurement requires a total quantity of 476,280 pounds of crackers, with deliveries scheduled between October 1, 2025, and December 15, 2025. Potential contractors must meet AMS vendor qualification requirements established under FAR Subpart 9.2 and submit offers electronically through the Web-Based Supply Chain Management System (WBSCM). The contract will be awarded as a firm-fixed-price arrangement, with offers due by July 25, 2025, at 1:00 PM Central Time and acceptances to be announced by August 1, 2025, at 5:00 PM Central Time. The solicitation allows for two different manufacturing processes (soda versus saltine crackers) and references updated Commodity Requirements Documents for specific product specifications.
This acquisition is designated as unrestricted with no set-aside designation, though it will award contracts to eligible HUBZone bidders as part of the evaluation process. The crackers must be delivered to multiple destinations across eight states, including Arkansas, Florida, Missouri, Tennessee, Texas, Virginia, Oklahoma, and New Jersey, with specific quantities allocated to each location. New-to-USDA contractors may face a probationary period that limits awards to 10 truckloads per product, and all vendors are prohibited from subcontracting with suspended or debarred companies. The commodities must comply with AGAR requirements, meaning they must be grown, processed, and prepared for sale exclusively in the United States. While no specific contract values are mentioned in the solicitation, the substantial quantity of nearly half a million pounds indicates a significant procurement for the federal food assistance program network.
