About this opportunity

The Department of the Army National Guard is seeking to procure a tailored Special Fueling Operations (SFO) kit designed to support Contingency Response Forces (CRF) in establishing air mobility operations in degraded and austere environments where traditional infrastructure is unavailable. The primary requirement focuses on man-portable fuel pumps capable of delivering 300 Gallons Per Minute (GPM) with pressure regulation of +/- 50 PSI, an integrated dead man switch, and the ability to fit within the cargo capacity of an MRZR vehicle. The SFO kit will enable rapid setup of safe fueling storage and multi-platform refueling operations to support mobility, ISR, and tactical aircraft. This pre-solicitation notice is strictly for market research and sources sought purposes, with responses due by April 30, 2026. The government will evaluate offerors' capabilities to meet the technical specifications and provide flexible, reliable fueling solutions suitable for CRF operations.

This procurement is designated as a Total Small Business set-aside, limiting competition to certified small business entities. The Independent Government Cost Estimate identifies ten line items (CLINs 0001-0010) including fuel pumps, fuel filters, 2-inch diameter hoses (130x100 feet), 3,000-gallon fuel bladders, 10,000-gallon fuel berms, and associated SFO accessories, with quantities ranging from 2 to 12 units depending on the item. The IGCE document currently shows blank unit and extended prices as this is a preliminary cost estimate awaiting market research completion. The solicitation number is 123CRSFO, and the classified NAICS code is 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing) with PSC category 4930 (Lubrication and Fuel Dispensing Equipment). No incumbent contractor or specific budget range has been disclosed at this pre-solicitation stage.

Notice text

This notice is a sources sought/request for information and is strictly for market research purposes only.

Contingency Response Forces (CRF) are often the first to establish air mobility operations, and their ability to receive, turn, and launch aircraft hinges on having reliable and flexible fueling capabilities.  A tailored kit allows teams to quickly set up safe fueling storage, conduct multi-platform refueling, and support a diverse mix of mobility, ISR, and tactical aircraft in degraded and austere environments where traditional infrastructure is not available.  Pumps must be man-portable and have the ability to pump 300 Gallons Per Minute (GPM), pressure regulated +/- 50 PSI, have an integrated dead man switch, and fit into the back of an MRZR.
