About this opportunity

The Consumer Product Safety Commission (CPSC) is seeking contractors to develop a proof-of-concept electronic health record (EHR) data collection pilot program to replace their current manual process of coding medical records for consumer product-related injuries. The agency intends to leverage artificial intelligence and machine learning technologies to identify and code consumer product injuries from hospital emergency department records, with the goal of processing approximately 400,000 consumer product injury records annually through the National Electronic Injury Surveillance System (NEISS). Contractors must provide EHR data within 10 business days of treatment and host solutions in a FedRAMP-compliant cloud environment, preferably Microsoft Azure. The government will evaluate quotes based on technical approach, past performance, and price, with technical factors being more important than price considerations. Questions regarding this Request for Quotation are due by July 30, 2025 at 10:00am eastern, while quotes must be submitted by August 18, 2025 at 10:00am eastern to CSterba@cpsc.gov.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors with valid SAM.gov registrations. No incumbent contractors or current service providers are specifically mentioned in the documentation. While no specific budget range or award values are disclosed, the contract will be structured as a firm-fixed price arrangement with pricing valid through September 30, 2025, and may include a base period with up to four one-year option periods. The CPSC reserves the right to award multiple contracts under this solicitation, indicating the potential for several contractors to participate in the pilot program simultaneously. Performance will occur nationwide as contractors will be collecting EHR data from hospital emergency departments across the United States, with delivery and acceptance coordinated through the CPSC point of contact.
