About this opportunity

The U.S. Army Corps of Engineers, San Francisco District, has published a Special Notice titled "Coyote Valley Dam / Lake Mendocino Trail Maintenance" as a notice of intent for trail maintenance services at Lake Mendocino, California. This notice, posted on August 20, 2025, is designated as a Total Small Business set-aside under NAICS code 115310 (Support Activities for Forestry). The agency intends to proceed with a sole source procurement under FAR Part 13 Simplified Acquisition Procedures rather than conducting a competitive solicitation. The notice specifically clarifies that it is not a request for competitive proposals or quotes, but rather an opportunity for interested parties to express their interest and demonstrate their capabilities. The contract work involves clearing and maintenance of forest trails at the Coyote Valley Dam and Lake Mendocino facilities.

The primary objective of this contract is to maintain existing trails through comprehensive vegetation management, including tree trimming to provide clearance for trail users up to 6'3" tall and horses up to 16 hands high, root cutting to eliminate hazards, and mastication of vegetation extending 2 feet beyond trail edges to create smooth 4-foot wide trail treads. Interested contractors must respond by August 29, 2025, providing specific information including organization name, address, point of contact details, CAGE code, Unique Entity ID, and a capabilities statement demonstrating their ability to fulfill the government's requirements. The contract includes a 120-day performance period with work conducted Monday through Friday between 0700 and 1700 hours, excluding federal holidays. Eligibility is limited to small businesses capable of performing trail maintenance activities while meeting performance standards that allow no more than one customer complaint per maintenance activity report, with the government retaining sole discretion over whether to proceed with competitive procurement based on responses received.
