About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is seeking potential manufacturers for a vehicular component cover with National Stock Number (NSN) 2590-01-707-4266, specifically Part Number 218-0002E-1-C. Currently, McClarin Plastics LLC is the sole approved source for this item, as the technical data required for competitive procurement is not economically obtainable or physically available. The contract specialist, Paul Kelley, is requesting that interested manufacturers submit information demonstrating their capability to produce these components by December 19, 2024. Companies wishing to be considered as an alternative source must submit a comprehensive Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Request Program. The SAR package must comprehensively document the manufacturer's ability to produce the item at a quality level equal to or better than the original equipment manufacturer (OEM).
The pre-solicitation notice indicates no specific set-aside designation for this procurement, and no explicit award value is provided in the documentation. The current contract manufacturing status is designated with an AMC/AMSC code of "3/D", which signifies that items must be procured directly from the actual manufacturer and that competitive solicitation is not feasible. The procurement is categorized under NAICS code 333310 for Commercial and Service Industry Machinery Manufacturing and PSC code 2590 for Miscellaneous Vehicular Components. Potential manufacturers are encouraged to review the detailed SAR submission guidelines available on the DLA Land and Maritime website, with the understanding that the burden of proof lies with the contractor to demonstrate equivalent or superior manufacturing capabilities. The government's primary objective is to ensure a reliable source of high-quality vehicular component covers that meet stringent technical and performance standards.

The AMC/AMSC for the NSN listed above is “3/D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. McClarin Plastics LLC, is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.
----------------------------------------------------------------------------------------------------------
Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
