About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a contractor to provide repair and modification services for a flexible shaft coupling (NSN 7H-3010-014844051, TDP VER 008). The procurement focuses on meeting stringent repair turn-around time (RTAT) requirements, with price reductions applied per unit per month for any unexcusable contractor delays, though excusable delays such as government-caused delays are exempt from penalties. The Government has determined that it is uneconomical to purchase data rights or reverse engineer the part, making this repair contract the viable acquisition strategy. While specific evaluation criteria are not detailed in this pre-solicitation notice, contractors should expect assessment based on their ability to meet RTAT requirements and deliver within the specified timeframe. The due date for responses is November 4, 2025, providing potential bidders adequate time to prepare their proposals.

This is a total small business set-aside contract, meaning only certified small business concerns are eligible to compete, with the specific small business designation (HUBZone, Service-Disabled Veteran, or other categories) to be addressed in the formal solicitation. The contract requires delivery of 9 units with an option for a 100% quantity increase (9 additional units) to be exercised within 365 days of contract award, with the same delivery terms and pricing structure applying to the option quantity. No incumbent contractor or award value range is identified in this pre-solicitation notice. The repair contract will include standard Government terms and conditions, and contractors must propose their price reduction methodology as part of their bid submission to establish the maximum dollar amount for monthly delays beyond the required RTAT.

Notice text

NSN 7H-3010-014844051, TDP VER 008, QTY 9 EA, DELIVERY FOB ORIGIN. The Contract Officer would like to exercise a 100% option quantity within 365-days of the effective date of the repair contract award. The contractor will provide the same delivery time, and will indicate option quantity price. A modification will be completed at the time the option is exercised and all current contract terms and conditions will apply to the option quantity. IMPORTANT NOTE: This RFQ is for repair. Any asset for which the contractor does not meet the required RTAT will incur a price reduction per unit/per month the contractor is late - any delay determined to be excusable (e.g. Government Delay) will not result in a price reduction. If a price reduction is required due to unexcusable contractor delay, the Contracting Officer will implement the aforementioned price reduction via a "reconciliation modification" at the end of the contract performance. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default. In reference to the above important note, the contractor will provide the price reduction amount per unit per month the contractor does not meet the RTAT up to a maximum dollar amount. The Government does not own the data or the rights to the data needed to purchase / contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part.
