About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a Coupling, Shaft, Flex component identified by National Stock Number (NSN) 3010-01-4322688. This pre-solicitation notice represents an effort to identify potential alternative suppliers beyond the currently approved sole source, KOP FLEX (CAGE Code 6TTZ6). The government is conducting a market survey to gather intelligence on the industrial base capabilities for manufacturing these items and to evaluate whether other qualified sources can competitively supply products meeting the same quality standards as the original equipment manufacturer. A key objective is to assess whether reverse engineering or competitive sourcing is economically feasible, with the government currently determining that it is not. Interested firms are invited to respond to the market survey questionnaire by April 2, 2026, and must provide detailed information regarding their manufacturing capabilities, business structure, inventory status, pricing structures, and compliance with federal acquisition regulations. Prospective contractors seeking approval as alternate sources should submit applications through the DLA Land and Maritime Source Approval Request (SAR) Program, which requires documentation demonstrating that their products are equal to or superior to the currently approved item.
This pre-solicitation notice carries no small business set-aside designation. KOP FLEX is the sole current approved source for this component, though the government is actively recruiting alternative suppliers through this market survey initiative. No specific award value, budget range, or procurement quantity has been disclosed in this pre-solicitation notice, as the government is still in the information-gathering phase to determine market availability and competitive feasibility. The component falls under NAICS Code 333612 (Speed Changer, Industrial High-Speed Drive, and Gear Manufacturing) and PSC Code 3010 (Torque Converters and Speed Changers). Contract Specialist Sarah Harmon (sarah.harmon@dla.mil) serves as the primary point of contact for submitting alternative source information or responding to the market survey. Qualified manufacturers interested in becoming approved sources are encouraged to pursue the SAR Program, which allows them to document and demonstrate manufacturing competency relative to the current approved item.

The AMC/AMSC for the NSN listed above is “3/D”
AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. KOP FLEX is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
