The scope of this acquisition is for a Firm Fixed-Price, Long Term Indefinite-Delivery Contract under FAR Part 15 procedures. This acquisition is composed of (1) NSN, that supports FSC 4730 (Hose, Pipe, Tube, Lubrication, and Railing Fittings) on various helicopters. This contract will not exceed a total of five years, which includes a 3-year base period, and the potential for (2) one-year options. Option renewals would be at the discretion of the government. A potential for price escalations for base-years 2 and 3, as well as the option years are available. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources and their suppliers under the authority of 10 U.S.C. 2304(c)(1). Approved sources: Boeing Company (Cage 8V613) and SECS Inc. (Cage 23266). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.
