About this opportunity
The Defense Logistics Agency Land and Maritime is preparing to solicit an Indefinite Delivery Contract for a Coupling Assembly, Quick Disconnect (NSN 4730-01-296-5759, P/N AE85187M) with responses due by May 12, 2026. This is a market research initiative to identify potential alternative sources beyond the currently approved manufacturer, Eaton Aeroquip LLC (CAGE 00624).
The procurement carries a source-control constraint under DoD-STD-100: the part must be acquired from a manufacturing source specified on a source control or selected item drawing, and suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources without qualification testing. The current source-control classification is AMC "3B"—acquire from the actual manufacturer for a repeat buy, though DLA is seeking evidence of at least one additional qualified source to potentially reclassify the item.
The anticipated contract structure includes a three-year base period with option years for up to four total years, utilizing delivery orders for recurring demands. DLA is requesting market information on manufacturer or distributor status, company size, commercial distribution capability, commerciality determination, delivery capabilities, maximum quantities, and price breaks. Respondents are asked whether the item is sold to non-governmental customers in identical or similar form and whether they can provide drawings and commercial sales history for independent government cost estimation.
Interested sources may submit responses directly to Contract Specialist Caitlin Ferry at caitlin.ferry@dla.mil or (614) 915-4964 by May 12, 2026. Contractors wishing to qualify as an approved source may submit a Weapons Support Alternate Offer/Source Approval Request (SAR) package demonstrating equivalent manufacturing capability and quality.

The AMC/AMSC for the NSN listed above is “3B”
AMC "3" Acquire, for the second or subsequent time, directly from the actual manufacturer.
AMSC "B" This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
----------------------------------------------------------------------------------------------------------
Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Weapons Support Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Weapons Support - Columbus is procuring.
For further information, please reference the DLA Weapons Support web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
