About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 2 each of a specialized rotary coupler component (NSN 7G-5985-013921336) under the antennas, waveguides, and related equipment category. The government has determined it does not own the technical data or rights needed to solicit this procurement from multiple sources, making it uneconomical to purchase the data rights or reverse engineer the part. The agency intends to conduct negotiations with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and submit capability statements within 45 days of the notice publication date. Interested parties can obtain relevant military specifications and standards through the DoD Single Stock Point at the Document Automation and Production Service in Philadelphia or via the ASSIST-Online system. The procurement notice was posted on September 8, 2023, with responses due by September 23, 2025.
This procurement does not utilize any set-aside designations and is open to all responsible sources despite the single-source negotiation intent. The contract requires delivery FOB origin for the 2 units of the rotary coupler component, with technical data package version 006 and reference number 41859-1 specified. No specific contract value or budget range has been disclosed in the pre-solicitation notice. The extended response timeline of nearly two years suggests this may be a complex procurement with lengthy lead times or coordination requirements. No incumbent contractor or current service provider has been identified in the available documentation.
