About this opportunity
The United States Army Corps of Engineers (USACE) Portland District is seeking a contractor to perform maintenance and repair work on pile dikes located between River Mile 68 and 72 on the Lower Columbia River. The project involves targeted repairs to 15 pile dikes, focusing on sections with significant pile loss that compromise hydraulic function, with enrockment repair/enhancement planned for ten pile dikes and shore connections at five locations. The primary objective is to stabilize the Federal Navigation Channel by maintaining the pile dike system's structural integrity and hydraulic performance. Interested contractors must submit a six-page response by June 13, 2025, to specific USACE email addresses, detailing company capabilities, project experience, and potential bidding interest. Evaluation will likely emphasize small business participation and demonstrated expertise in civil engineering construction and river navigation infrastructure maintenance.
The contract is not set aside for any specific small business category, though USACE is seeking maximum small business participation across categories including 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, and VOSB. The estimated construction cost ranges between $10-25 million, with plans to award a single Firm Fixed-Price contract. USACE anticipates advertising the project in November 2025, with contract award expected in March 2026 and estimated construction completion by the end of 2028. The project falls under NAICS Category 237990 (Other Heavy and Civil Engineering Construction) and PSC Category Y1KZ (Construction of Other Conservation and Development Facilities). Potential contractors should be prepared for a comprehensive review of their technical capabilities, past performance, and capacity to execute complex river infrastructure maintenance projects within the specified timeline and budget constraints.
Notice text
The design implementation approach for pile dike repairs was revised to allow for focused, cost-effective repairs to select sections of individual structures (rather than repair/enhancement of entire pile dike lengths at all the Cottonwood Island pile dikes). Repair areas are limited to sections of pile dikes that have experienced loss of all or the majority of visible piles to the extent that hydraulic function is assumed to be severely compromised. This change in design and execution approach allows for cost effective repair of only those areas where hydraulic function has been severely compromised, easily accommodates expansion of repair areas and future repairs, and allows easy adjustment of the design based on future inspection and monitoring of function.
