About this opportunity

The Department of Energy's Western Area Power Administration (WAPA) is seeking contractor services for corrosion mitigation and coating application on 525-kV lattice transmission towers at the Sacramento and San Joaquin River crossings in the California Delta. The work involves surface preparation and application of InduraGuard 9200 coating on 450-foot-tall steel lattice towers, with work to be performed on energized power lines. Contractors must demonstrate extensive experience in nondestructive testing of steel lattice towers, surface preparation techniques suitable for energized environments (such as ultra-high-pressure waterjetting or contained abrasive blasting), climbing and fall protection certification for energized 525-kV towers, and comprehensive quality assurance and quality control programs compliant with SSPC and AMPP standards. The contractor must also possess expertise in federal, state (California), and local environmental regulations compliance. This is a Request for Information (RFI) for market research purposes only, with responses due by February 12, 2026.

No set-aside designation has been applied to this procurement, meaning both small and large businesses are eligible to respond. Phase 1 of the project encompasses four tower structures (North Sacramento River Anchor Tower 167-2, North Sacramento River Crossing Tower 167-3, South Sacramento River Crossing Tower 168-1, and South Sacramento River Anchor Tower 168-2) with completion targeted between October 2024 and September 2026, while Phase 2 is optional and covers four San Joaquin River structures (171-2, 171-3, 171-4, and 172-1) to be scheduled upon exercise of the option. The specification document references acceptable paint systems from manufacturers including Keeler & Long Inc., Tnemec Company, Induron Protective Coatings, PPG Industries, and Sherwin-Williams, with specified dry film thickness requirements and compliance requirements with WAPA Construction Standards and OSHA regulations. Contractors must employ a dedicated Safety Professional, submit a construction schedule within 45 days of Notice to Proceed, and maintain comprehensive quality control documentation throughout the project duration.

Request for Information (For Market Research Purposes Only)

Western Area Power Administration (WAPA), Sierra Nevada Region (SNR) requires corrosion mitigation that incorporates surface preparation and application of InduraGuard 9200 coating on 525-kV lattice towers having heights of 450-feet  at the crossings of the Sacramento and San Joaquin Rivers in the California Delta.  Workers should be expected to complete this work with the 500-kV line energized.  This Request for Information (RFI) is to determine the availability of small business firms and other than small business firms that have the capability to perform the work in accordance with the provided Draft Specifications. The contractor shall have extensive experience in the following areas:

• Nondestructive testing and inspection of steel lattice towers and interpreting the results.

• Experience in the surface preparation for and the application of InduraGuard 9200 coating on steel lattice towers in an energized 525-kV environment.

• Experience climbing steel lattice towers and working at heights upwards of 450-feet in an energized 525-kV environment.

•Climbing, fall protection, and rescue certified on energized lattice towers having a voltage of 525-kV.

• Advanced Surface Preparation Techniques beyond general experience. Specific expertise in methods suitable for energized environments, such as ultra-high-pressure (UHP) waterjetting or contained abrasive blasting, to minimize conductivity risks and environmental contamination.

• A proven QA/QC program for industrial coatings, including knowledge of standards from organizations like SSPC (The Society for Protective Coatings) or AMPP (Association for Materials Protection and Performance). This would involve documenting surface profile, dry film thickness (DFT), and adhesion testing.

• Expertise in navigating federal, state (California), and local environmental regulations. This could involve managing abatement (if present), preventing coating materials from entering the nearby rivers and/or local watershed, and protecting local wildlife.

This is for market research purposes only and we are NOT seeking quotes at this time - it does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information to this RFI or any follow-up information requests.

Interested parties having the skills and capabilities of performing the requirement are encouraged to provide feedback via email to Jolene Daoud at Daoud@WAPA.GOV by the closing date. Phone calls will not be accepted. Please provide your response to the following:

  1. Offeror's name, UEI #, address, point of contact, phone number, and e-mail address.
  2. Offeror's Business Size and type of Small Business, if applicable (Small Business, Woman-Owned Small Business, HUBZone, Service-Disabled Veteran Owned and/or 8(a))
  3. Offeror's capabilities and specific project experience with similar work described in Draft Specifications. Please provide 3-5 projects completed within the last five years.
