About this opportunity
The U.S. Army Corps of Engineers Fort Worth District is seeking a web-based real estate software subscription from CoStar Group, Inc. to support their Real Estate Appraisal Division's market analysis capabilities. The software must provide comprehensive, verified non-residential property market data, enabling rapid analysis of market conditions such as vacancy rates, absorption rates, and average rental rates. The system is required to compress broad real estate market analyses from hours to minutes and allow searching by radius, market, or specific boundaries. The procurement is a 12-month base contract with four potential one-year option periods, targeting early August 2025 for implementation. The pre-solicitation notice was posted on February 11, 2025, with responses due by February 18, 2025, and the service will be performed within the Fort Worth District's geographic area of responsibility.
The procurement is not designated for any specific small business set-aside and will be conducted under FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. Market research confirmed CoStar as the sole vendor capable of providing the required comprehensive, verified non-residential transactional sales and rental market data. Other potential sources like LoopNet, REIS Reports, Trulia, and Zillow were deemed inadequate for the district's specific needs. The software will support not only the Fort Worth District but potentially other government agencies including GSA, HUD, VA, Health and Human Services, and other USACE offices. Previous similar contracts with CoStar have been successfully awarded to other Corps of Engineers districts, including Galveston, Tulsa, and Fort Worth, using comparable procurement approaches.
