About this opportunity

The Department of Justice Bureau of Prisons is seeking a contractor to provide a comprehensive 1,000-hour Advanced Occupational Training program in Cosmetology at the Federal Medical Center Carswell in Fort Worth, Texas. The program requires an instructor certified by the Texas Department of License & Regulation who can deliver classroom and practical training in cosmetology, covering eleven detailed subject areas including theory, bacteriology, hairstyling, hair cutting, hair coloring, chemical services, manicuring, facials, and salon business practices. Interested vendors must respond to a Sources Sought questionnaire by February 7, 2025, addressing their business size, socioeconomic status, pricing capabilities, proposal preparation needs, and insurance compliance. The evaluation will likely consider the vendor's ability to meet specific instructor qualifications, institutional security protocols, and training curriculum requirements. The subsequent solicitation will be posted exclusively on SAM.gov, with the NAICS code 611310 for Colleges, Universities, and Professional Schools.

The contract is not designated for any specific set-aside and will have a 12-month base period with one 12-month option period. The program anticipates approximately 1,500 hourly instructional sessions per year, with classes of approximately 25 students, structured as 6-hour daily sessions from 8:00 AM to 3:00 PM, Monday through Friday, excluding federal holidays. Contractors must carry Workers' Compensation/Employer's Liability insurance of at least $100,000 and General Liability insurance of $500,000 per occurrence. While specific award values are not explicitly stated, the size standard for the NAICS category is $34.5 million, indicating potential for a substantial contract. The training will require a significant focus on practical work, with 80% of instruction dedicated to hands-on skills and 20% to classroom theory, adhering to Texas licensing regulations for cosmetology instruction.
