About this opportunity
The U.S. Naval Research Laboratory, Code 8124, seeks corrosion-control and coating services for one AN/FSC-78 terminal located in Guam, with proposals due August 14. The procurement carries no set-aside.
Place of performance for the corrosion-control and coating effort is the AN/FSC-78 terminal site in Guam; reflector panel fabrication is performed at the contractor's facility. The contractor furnishes all labor, materials, supplies, tools, equipment, transportation, containment, waste handling, and services necessary to complete the work. Surface preparation follows SSPC-SP 12/NACE No. 5 standards, including pressure washing and mechanical removal of corrosion and loose paint. The coating system consists of an epoxy penetrating sealer, a Direct-to-Rust fast-cure polyamide epoxy primer (approximately 7 mils dry film thickness), and a Direct-to-Metal white acrylic topcoat (5–7 mils dry film thickness) durable for at least four years without full recoating. Specified products include Carboline Surface Cleaner 3, Pittsburgh Paint Pitt-Guard Rapid-Coat DTR Epoxy Mastic Coating, and Carboline 3359 DTM topcoat, with allowance for equal or superior alternatives.
Reflector panel fabrication requires fabrication of 96 total aluminum alloy 6082-T6 panels (16, 16, 32, and 32 across four rows) achieving surface accuracy less than 0.25 millimeters RMS individually and less than 0.50 millimeters RMS for the complete reflector post-alignment. Panels include anodizing, epoxy primer, and two-coat polyurethane topcoat in white RAL 9010. The anticipated period of performance for panel fabrication is September 1, 2026, to September 1, 2027. The contractor must demonstrate hands-on experience with the AN/FSC-78 terminal and ability to source panels from the original manufacturer. Required personnel include 2–3 Senior Antenna Technicians (minimum 10 years' experience with parabolic antennas larger than 9 meters), one Senior Project Manager (5 years' parabolic antenna refurbishment), one Senior Mechanical Project Engineer (10 years' antenna refurbishment engineering, bachelor's degree required), one Quality Control Engineer (10 years' mechanical fabrication quality control, bachelor's degree or equivalent), and one Professional Engineer-certified Mechanical Engineer (10 years' experience). All personnel require vetting with no security clearance requirement. Payment is structured on milestone-based schedules for both tasks. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC J036, Maint/Repair/Rebuild of Equipment—Special Industry Machinery.
