About this opportunity

The Federal Bureau of Prisons (FBOP), under the Department of Justice, is conducting market research through a Request for Information (RFI) to identify vendors capable of providing integrated rugged/industrialized tablets with enterprise-level software to modernize correctional staff operations. This pre-solicitation notice seeks capability and qualification statements from interested vendors, with responses due by May 4, 2026. Key requirements include Trade Agreements Act (TAA) compliance, ruggedized hardware suitable for correctional environments, and multi-factor authentication access controls supporting secure PINs, biometric verification, and PIV access for staff logins. The solution must support operational capabilities including presence verification through NFC/RFID/QR code scanning, real-time digital documentation with multimedia support, offline functionality with automatic secure synchronization upon reconnection, and comprehensive audit trails with forensic integrity tied to user IDs and timestamps. This RFI is purely for information gathering purposes and does not constitute a binding solicitation or commitment to award a contract.

No set-aside designation has been applied to this procurement opportunity. The notice does not identify any incumbent contractors or current service providers, nor does it specify an estimated award value or budget range for future contract awards that may result from this market research. Similarly, no specific quantities of tablets or implementation timelines are disclosed in the RFI, as this is an exploratory phase designed to assess vendor capabilities and market solutions before formal solicitation development. Interested vendors should note that this is a voluntary information submission with no guarantee of contract action, and responses will be evaluated solely as capability information rather than as formal proposals.
