The solicitation follows Brooks Act procedures under Public Law 92-582, with firms selected based on demonstrated competence and qualifications rather than price. Selection criteria include specialized experience, professional qualifications, past performance, capacity, and knowledge of the locality. Interested firms must submit Standard Form 330 (SF 330) electronically through the Procurement Integrated Enterprise Environment (PIEE) by 14:00 PM on September 17, 2025.

This procurement does not include any set-aside designations but targets awarding five unrestricted contracts and three contracts to small businesses, for a total of eight awards. The contracts will share a combined capacity of $249 million over a one-year base ordering period plus four one-year option periods, totaling five years. Small businesses are defined as firms with average annual receipts of $25.5 million or less under NAICS code 541330. The solicitation expects small business contractors to handle up to three task orders valued at $2.5 million annually, while other firms should manage up to five task orders valued at $15 million within a one-year period.
