About this opportunity

The Department of Justice Justice Management Division is conducting market research via Sources Sought to identify capable firms for professional financial management services supporting the Office of Community Oriented Policing Services, with responses due May 15, 2026 by 4:00 PM EST. This is a Request for Information only; no solicitation has been issued.

The requirement calls for seven on-site consultants—two for Communications Management, two for Business Process Improvement, and three for Financial Management Support—each with a minimum of four years of professional experience. Work is performed at COPS Office headquarters in Washington, DC, during standard business hours (8:00 a.m. to 5:00 p.m. EST) with core in-person hours from 9:00 a.m. to 3:00 p.m., Monday through Friday. Performance period runs December 1, 2026 through November 30, 2027, with four optional one-year extensions through November 30, 2031. Scope includes communications management, SharePoint administration, business process analysis, budget formulation, financial reporting and analysis, and internal audit support.

GSA Schedule holders and SDVOSB/VOSB firms are preferred; all capable firms may respond. SDVOSB and VOSB respondents must provide SBA certification proof; small business firms must provide FAR 4.1102 representations and certifications. Respondents currently holding government contracts should identify the GSA/GWAC contract number, schedule, SIN, contract type, and whether quoted items fall under that vehicle. Submit capability statements and responses to the attached Statement of Work to Tracey.Cross@usdoj.gov. Market research will inform both the final requirement definition and acquisition strategy, including potential socioeconomic set-aside determination.
