About this opportunity

The U.S. Forest Service is seeking inland water freight transportation services for the Copper River in Alaska through solicitation 1240BF25Q0024. The contractor must provide material transportation services using inland boat assets to transport Forest Service personnel, equipment, and supplies to and from multiple remote sites within the Cordova Ranger District of the Chugach National Forest, including Childs Glacier Recreation Area and eight public easement sites. The vessel must comply with federal safety regulations, hold an Operator Uninspected Passenger Vessel (OUPV) license, and undergo annual inspections. Offerors will be evaluated based on three factors: Technical Capability (including equipment and availability subfactors), Past Performance (focusing on relevance and recency of similar transportation work), and Price. The government intends to award a single firm-fixed price requirements contract to the most advantageous offer, with quotes due by September 4, 2025, at 1:00 PM Alaska Standard Time via email submission.

This procurement is designated as a Total (100%) Small Business Set-Aside under NAICS code 483211 with a small business size standard of 1,050 employees, and no incumbent contractor exists as this is a new requirement. The contract structure includes a base period from September 15, 2025, through September 14, 2026, with four optional one-year extension periods that could extend services through September 14, 2030. The government anticipates a minimum of four transport days per performance period, with typical operations occurring June through September and an estimated 2-10 trips per season based on operational needs. Individual orders have a minimum value of $500 and a maximum of $50,000, with trips potentially carrying up to six passengers, ATVs, and materials with load capacity up to 2,500 pounds. All services will be performed along the Copper River within the Chugach National Forest boundaries in Cordova, Alaska, operating under a 12-hour working day dock-to-dock timeframe.
