About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure one cooler unit (air conditioning component) identified by National Stock Number 1H-4130-995552016 for delivery to the Southwest Regional Maintenance Center in San Diego, California. The procurement falls under Product Service Code 4130 (Refrigeration and Air Conditioning Components) and represents a sole-source acquisition under FAR 6.302-1 authority, indicating the government has determined that only one contractor can meet this requirement due to proprietary data restrictions and the uneconomical nature of reverse engineering or acquiring manufacturing rights. While this is a sole-source procurement, the government has indicated that all responsible sources may submit proposals, quotations, or capability statements to demonstrate their interest and capability. The pre-solicitation notice indicates that interested parties should review available Military and Federal Specifications, Standards, and Qualified Products Lists through the DoD Single Stock Point. The due date for responses is January 9, 2026, providing potential contractors with an extended timeframe to develop their proposals.
This procurement is designated as a Total Small Business set-aside, meaning only small business concerns are eligible to compete for the contract award. The notice does not identify any incumbent contractors or current service providers, nor does it specify an anticipated award value or budget range for this single-unit acquisition. The requirement specifies delivery of one unit only (Quantity 1 EA) to the designated location in San Diego, California. Interested parties without internet access may contact the DoD Document Services Help Desk at 215-697-6396 to obtain necessary technical specifications and standards. The pre-solicitation notice was originally posted on December 8, 2022, with the extended due date reflecting the government's timeline for this specialized procurement.
