About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure repair and modification services for digital converters under NSN 7H-7050-016634143. The government requires 8 units to be repaired or modified with delivery FOB origin, but does not own the technical data or rights needed to contract with additional sources beyond the original manufacturer. The agency has determined it would be uneconomical to purchase the data rights or reverse engineer the components. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and capability. The response deadline for interested parties is November 9, 2025, with the notice posted on October 9, 2025.

This procurement opportunity does not utilize any set-aside designations and appears to be open to all qualified contractors. While no specific incumbent or current contractor is named in the notice, the single-source negotiation approach suggests the government may be planning to work with the original equipment manufacturer or a contractor with proprietary access to the necessary technical data. The quantity requirement is limited to 8 units, though no specific dollar value or budget range is provided in the notice. The delivery terms specify FOB origin, meaning the contractor will be responsible for shipping arrangements and costs to the government's designated location.
