About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a source for a Controller Assembly (NSN 7H-6110-015791865-VN) with a quantity of 4 units to be delivered FOB Origin. This pre-solicitation notice indicates the Navy currently lacks the technical data necessary to produce the item and considers these spares to be a sole-source procurement. To be considered for this opportunity, potential vendors must be certified as a Depot Overhaul Point (DOP) and complete a Source Approval Request (SAR)-Maritime form for review by Naval Sea Systems Command (NAVSEA). The government intends to negotiate with only one source under FAR 6.302-1 authority, and all proposals received within 45 days of publication will be considered. Interested companies must demonstrate their technical capabilities and manufacturing qualifications, with NAVSEA conducting a comprehensive technical review to determine eligibility.

The pre-solicitation notice does not include a specific set-aside designation and does not mention incumbent contractors or precise award values. The procurement is classified under PSC Category 6110-P for Electrical Control Equipment, and potential vendors should be aware that offers for remanufactured, surplus, or repaired items will be deemed non-responsive. The solicitation is subject to Free Trade Agreements, potentially involving DFARS clauses 252.225-7036 and 252.225-7021. Vendors must meet qualification requirements at the time of award, in accordance with FAR clause 52.209-1. The procurement timeline includes a response window of 45 days from the January 17, 2025 posting date, with a final response deadline of February 17, 2025. Interested parties must proactively demonstrate their capabilities and technical expertise to be considered for this specialized naval procurement opportunity.
