About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 18 units of a specific air pressure controller (NSN 7R-1660-015275193-KB) with Technical Data Package (TDP) Version 002. The contract will be awarded through a non-competitive procurement under FAR 6.302-1, meaning the government intends to negotiate with a single source. Interested parties have 45 days from the publication date (or 30 days if awarded under an existing Basic Ordering Agreement) to submit proposals, capability statements, or quotations. Proposals will be evaluated based on the offeror's ability to meet qualification requirements at the time of award, as specified in FAR clause 52.209-1. All proposal documentation and additional technical specifications can be obtained through the DoD Single Stock Point (DODSSP) via their Document Automation and Production Service or online through ASSIST-Quick Search.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. While specific award value is not disclosed, the procurement involves delivery of the controllers FOB Origin. The government has noted that the technical data rights for this part are not owned by the government and cannot be easily purchased or reverse engineered, which likely contributes to the non-competitive procurement approach. The opportunity was posted on October 19, 2023, with a due date of March 25, 2025, providing a substantial window for potential vendors to prepare and respond. The procurement falls under Product Service Code 1660-P, which covers Aircraft Air Conditioning, Heating, and Pressurizing Equipment, and is being managed by the Naval Supply Systems Command, a defense agency.
