SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS
The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with a Veteran-Owned, Small Disadvantaged Veteran-Owned Small Business, Triangle Experience Group (TEG), pursuant to FAR Part 6.302-1, Only One Responsible Source.

The Government has a requirement to support the formulation, design, development, fabrication, integration, verification, operation, and validation of a controlled interface that will enable the omni-directional exchange of information "Through-Within-Across" all domains and enclaves. The Government requires tailored collaboration spaces across multiple users, organizations, data domains, and security levels. The Government desires this controlled interface to be extended to integrated mission partner sites and support for the rapid growth of Virtual Data Transfers in the mission space in order to enable improved collaboration between the strategic, operational, and tactical levels of war in order to improve the communication of strategy, planning, and execution in an increasingly dynamic battlespace. Key components to this requirement exist and the Government does have purpose rights to some software required. However, the government does not have proprietary rights to the Controlled Interface software, which is necessary to fulfill this requirement.

It is the Government's intent to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period, not to exceed $49.5M.

Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 541512 (Computer Systems Design Services). All responsible sources may respond by submitting a written narrative statement of capability by COB (4:30PM) 8 July 2016, to Lisa Gregory, Contracting Officer, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 45 days of this notice.

The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received.
