About this opportunity

The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC-CERL) is procuring one Controllable Vacuum Pump for a Microfluidic Device (CoVPM) to support research examining volatile compound emissions from permafrost thaw. The required system must be compatible with an existing Nikon IX-81 Fluorescent Microscope and include multiple components: a vacuum pump capable of aspiration between 0 and -1000mbar with at least 3 channels, microfluidic flow controller, metal tube cap reservoirs, low-pressure generator, and push-pull module. The equipment must be compatible with biological samples and standard laboratory vials for use in Arctic environmental studies focusing on chemical release from soil bacterial cells. The procurement will use Lowest Price Technically Acceptable (LPTA) evaluation criteria, with proposals due by September 18, 2025. Responses must be submitted via email to CHL-CT-QUOTES@usace.army.mil and Angela.Holcomb@usace.army.mil with "Controllable Vacuum Pump" in the subject line.

This procurement is designated as a 100% small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1000 employees. Market research has identified four potential vendors that offer products meeting the requirements: Fluigent, Inc., Elveflow, On-Chip Biotechnologies, and PreciGenome. The anticipated contract value is $22,147.50, funded through Research, Development, Test & Evaluation (RDT&E) funds, and will be awarded as a firm-fixed price contract. Delivery is required within 21 days after contract award to the ERDC facility in Champaign, Illinois, with shipping costs to be included in proposals. The place of performance is listed as Mississippi, USA, though the equipment will be delivered to the Illinois location.
