About this opportunity

The United States Air Force Sustainment Center (AFSC) at the Oklahoma City Logistics Center is soliciting a one-time Foreign Military Sales (FMS) spare parts procurement for 22 Control Unit, Supervisor components used in F100-PW-220 engines. This is a sole source requirement for specific international military partners, including 12 units for Japan, 8 units for Israel, and 2 units for Egypt. The solicitation (FA8121-25-Q-0013) requires offerors to be qualified sources prior to contract award, in accordance with FAR 52.209-1, with proposals due by January 13, 2025 at 12:00 PM CDT. Proposals will be evaluated based on price, with the lowest-priced technically acceptable offer expected to receive the contract. Potential offerors must submit a Source Approval Request (SAR) through DoD SAFE and meet critical safety item requirements, including compliance with ISO 9001:2000 quality standards.

The contract is an unrestricted competition under NAICS code 336412 with a size standard of 1,500 employees, targeting manufacturers of aircraft engine and engine parts. The place of performance is Tinker Air Force Base in Oklahoma City, Oklahoma. Delivery of the 22 units is required by November 14, 2027, with F.O.B. origin terms and a firm-fixed-price structure. The contract includes a 120-day proposal validity period and requires Item Unique Identification (IUID) marking for all components. While no specific incumbent is mentioned, the solicitation indicates a comprehensive qualification process for potential manufacturers, including detailed technical and quality assurance requirements. The parts are designated as Critical Safety Items with specific packaging, transportation, and marking specifications that must be precisely followed by the awarded contractor.
