About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) through NAVSUP Weapon Systems Support Philadelphia is seeking to procure repair services for 117 Control Tube Assemblies (NSN 7R-1680-014754131-GF, Part Number 19E215-10A) under Federal Supply Class 1680 for Miscellaneous Aircraft Accessories and Components. The agency intends to conduct a sole source procurement with Goodrich Corporation (CAGE: 99551) as the Original Equipment Manufacturer and only known source capable of providing these repair services, since the government does not own the data or rights needed to purchase from alternative sources. The procurement will follow FAR Part 15 procedures and utilize electronic solicitation processes through NECO, with all proposals submitted within 45 days of publication being considered to determine whether competitive procurement is warranted. Interested organizations must submit capability statements, proposals, or quotations to the designated contracting officer via email, as no telephone requests will be accepted and no hard copies will be distributed. The response deadline is July 14, 2025, with an anticipated award date of March 2025.

This procurement does not utilize any set-aside designations and is structured as a sole source acquisition with Goodrich Corporation identified as the incumbent contractor and approved source. The contract requires delivery of 117 repaired units FOB origin, though no specific contract value or budget range has been disclosed in the pre-solicitation notice. The procurement is governed by Source Approval Statement requirements, meaning any firm not already approved to manufacture this material must submit a Source Approval Request, though the procurement will not be delayed for SAR approval processing. The timeline spans from the January 4, 2025 posting date through the July 14, 2025 response deadline, with contract award expected in March 2025. Firms have a 45-day window from publication to submit proposals for government consideration, or 30 days if award is made under an existing Basic Ordering Agreement.
