About this opportunity

The Defense Logistics Agency (DLA) Aviation at Redstone Arsenal, Alabama, is conducting market research to identify potential manufacturing sources for a specific aircraft control stick (NSN: 1680-01-502-8650, Part Number: S7020-02801-103) used in the UH-60 BLACKHAWK weapon system. This procurement is being processed under Federal Acquisition Regulation (FAR) 6.302-1(a)(1) due to limited responsible sources and specific technical data constraints. The agency is seeking qualified manufacturers who can meet strict technical requirements defined by DoD-STD-100, with contractors responsible for comprehensive engineering services, supply chain management, and production processes. Interested businesses, including 8(a), small business, service-disabled veteran-owned, HUBZone, and women-owned small businesses, are encouraged to identify themselves by emailing usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@army.mil. The current sources sought synopsis was posted on January 17, 2025, with a response deadline of January 23, 2025.

While there is no specific set-aside designation for this opportunity, the DLA is interested in receiving responses from diverse business types and sizes. The procurement involves a single part with specific manufacturing requirements, and contractors must possess an active United States/Canada Joint Certification Program (JCP) certification to access export-controlled data. No specific award value or budget range is indicated in the pre-solicitation notice. Potential contractors must be prepared to handle recurring and non-recurring engineering services, manage complex supply chain logistics, and navigate potential obsolescence challenges. The solicitation emphasizes that this notice is for informational purposes only, and no funds are available for response preparation. Importantly, the technical data associated with this procurement is subject to export control restrictions under the Arms Export Control Act and Export Administration Act, limiting potential international involvement.
