About this opportunity
The U.S. Army Corps of Engineers - New England District is seeking a small business contractor to perform aquatic invasive plant species control and survey services at Buffumville Lake in Charlton, MA and along the French River near Hodges Village Dam in Oxford, MA. The primary objectives include applying systematic aquatic herbicides to control Fanwort, Eurasian Milfoil, and Spiny Naiad across approximately 35 acres of the lake using Granular Fluridone and Liquid Diquat Dibromide. The contractor will also be required to conduct a comprehensive invasive plant species survey of the full lake and perform a partial river survey covering approximately 3.3 river miles, which includes hand removal of Water Chestnut. The solicitation documents will be available online through SAM.gov on or about March 20, 2025, with a specific focus on detailed reporting and mapping of aquatic invasive plant species. Potential bidders must have an active SAM.gov registration to be considered for the contract.
The procurement is specifically set aside for small businesses under NAICS code 541990, with a small business size standard of $19.5 Million. The contract involves two primary service components: herbicide application across 35 acres of Buffumville Lake and a comprehensive invasive plant species survey of the lake and French River. Approximately 32.28 acres will be treated with Granular Fluridone in two applications, and 2.72 acres will be treated with Liquid Diquat Dibromide to target Spiny Naiad. The contractor will be responsible for producing a detailed final report with comprehensive maps documenting the presence of aquatic invasive plant species. While specific award values are not disclosed in the pre-solicitation notice, the contract appears to be a specialized environmental services engagement focused on ecological management and invasive species control in Massachusetts waterways.
