The contractor must conduct up to 12 total science and test flight hours, including a local test flight over water in the Great Lakes region or off the east coast of North America. Contractor personnel must comply with NASA aviation medical certification standards and FAA public use aircraft regulations. Airworthiness reviews are scheduled for August 13 and August 20, 2026. The procurement uses FAR Part 12 commercial item acquisition procedures. NASA/NSSC has a requirement for Contractor support instrumentation integration and test flights for Snow4Flow.. 

NASA/NSSC intends to issue a sole source contract to ALCI AVIATION LTD 1190 Keith Ross DR Oshawa, On L1J 0C7 Canada under the authority of FAR 12.102(a). It has been determined that ALCI AVIATION LTD. is the sole provider of Contractor support instrumentation integration and test flights for Snow4Flow.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 5/7/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
