About this opportunity

The United States Marine Corps Regional Contracting Office at Marine Corps Installations West is conducting market research to identify vendors capable of providing commercially available repair parts, replacement components, and services for automotive, material handling, construction, and civil engineering equipment through a Contractor-Operated Parts Store (COPARS) supporting Southwest Region Fleet Transportation (SWRFT). The prospective contractor must deliver parts and supplies daily to seven Marine Corps installations across California and Arizona through one or more service delivery methods, including a staffed on-site parts store, unstaffed consignment inventory, on-demand delivery service, or combination approach. Key qualifications include the ability to source OEM parts from small business manufacturers per the SBA Non-Manufacturing Rule and compliance with NAICS code 336390 (Other Motor Vehicle Parts Manufacturing) with a 1,000-employee size standard. This is a pre-solicitation market research phase, and responses are being solicited via a Request for Information (RFI) to gauge market capability rather than to generate binding proposals or award contracts. Interested vendors must submit their RFI responses by March 9, 2026, at 12:00 PM PST to jody.koch@usmc.mil, including information on business designation, capabilities statement, GSA contract details, pricing practices, and relevant experience from the past three years.

This opportunity is designated as a Total Small Business set-aside, restricting competition to small businesses meeting the applicable size standards. No incumbent contractor or current award value has been identified in the market research materials. The contract will serve seven locations: Marine Corps Base Camp Pendleton, Marine Corps Mountain Warfare Training Center (Bridgeport), Marine Corps Air Ground Combat Center (Twenty-Nine Palms), Marine Corps Recruit Depot (San Diego), Marine Corps Logistics Base (Barstow), Marine Corps Air Station Miramar, and Marine Corps Air Station Yuma. Vendor responses must include a capabilities statement not exceeding ten pages, along with DUNS/CAGE codes and socioeconomic status documentation. All submissions will be treated as proprietary information, and this RFI is market research only with no guarantee of contract award or future solicitation.
