About this opportunity

The Department of Health and Human Services, Food and Drug Administration (FDA) is seeking a contractor to provide laboratory support services and the disposal of packaging materials. The key tasks include the proper handling and disposal of refrigerated sample boxes, dry ice containers, and other packaging materials. The contractor must have at least a high school diploma and will be required to follow specific procedures for the disposal of these materials. The FDA will evaluate quotes based on technical approach, staffing plan, and price, using a best value tradeoff process. Quotes are due by September 19, 2024 at 10 AM EST.

This is a firm-fixed price contract for an estimated 1920 hours per year, with a period of performance from September 30, 2024 to September 29, 2027, including two one-year option periods. The contract will be awarded to the responsible offeror whose quote represents the best value to the Government. The solicitation is not set-aside for any specific business size or type. The place of performance is Silver Spring, MD 20993, USA.

The contractor shall perform the following tasks and any additional tasks of comparable complexity established by OCBQ staff:

  1. Disposal of Refrigerated Sample Boxes:

After samples and paperwork are removed from boxes by Product Review Branch (PRB)/OCBQ staff, the boxes will be placed in the hallway outside of the lab spaces.

The contractor shall:

  1. Shall have at least a High School Diploma
  2. Remove any loose materials from the outside of the boxes (e.g., loose tape, plastic paper holders) and dispose of them in trash bags/cans as directed.
  3. Remove any cold packs and dispose them in trash bags/cans as directed.
  4. Remove packing peanuts and place them in trash bags/cans as directed.
  5. Remove any bubble wrap and place it into trash bags/cans as directed.
  6. Break down empty boxes and stack them off to the side for removal by custodial staff.
  1. Handling of Boxes containing Dry Ice (frozen carbon dioxide at -20 degrees Centigrade):
  1. FDA staff will receive shipments (boxes) from the Sponsors, remove samples and paperwork from the boxes.
  2. The contractor shall pool the dry ice from the boxes into containers. Training shall be provided to handle dry ice.
  1. Cleanup:
  1. At the end of each day or as directed by designated OCBQ staff, the contractor shall remove any full bags of trash (e.g., packing peanuts, bubble wrap) and place them in the hallway for removal by the GSA contract custodial staff.
  2. Relocate dry ice in a container to outside the building for sublimation into the atmosphere.
  1. Safety and Support Activities:

The contractor shall also provide support for Division of Biologics Quality Control (DBSQC)/OCBQ objectives, including weekly safety checks of eyewash stations, assist laboratory staff when needed with waste disposal, surplus, autoclaving, moving supplies between laboratories. Training will be provided as appropriate including participating in DBSQC division wide meetings and team building events as needed.

Safety and support goals of comparable complexity may be established by DBSQC staff.
