About this opportunity
The United States Marine Corps (USMC), specifically the Program Executive Officer Land Systems (PEO LS), is seeking Contractor Engineering Technical Services (CETS) personnel to support the Kuwait Low Altitude Surveillance System (KLASS). The solicitation aims to assess industry capabilities for providing a fully qualified 15-person team to operate and maintain this strategic surveillance system, which includes a tethered 71M Aerostat with TPS-63 Solid State Radar and associated equipment. Interested vendors must submit a comprehensive 15-page executive summary to Richard Danyliw by 9:00 AM Eastern Time on April 14, 2025, detailing company information, CAGE code, UEI, business size, and a capabilities white paper. The evaluation will focus on vendors' previous experience operating tethered strategic aerostat surveillance systems in Southwest Asia or comparable environments, and their estimated timeline for assembling and deploying a new CETS team. This Request for Information (RFI) is primarily a market research exercise, with no direct contract award anticipated from this initial solicitation.
Currently, TCOM, L.P. provides CETS services under a sole-source contract for the KLASS, which has been an operational asset for Kuwait since the 1980s. The contract requires a team capable of 24/7 operations with specialized roles including Flight Directors, Logistics Specialists, Electronics/Radar Specialists, Aerostat/Mechanical Specialists, and a Training Specialist. While no specific set-aside designation is noted, the opportunity falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC Category Z1BC for Maintenance of Radar and Navigational Facilities. The solicitation does not specify a precise contract value or budget range, but suggests a comprehensive and technically complex service requirement that will demand significant operational expertise in aerospace and surveillance system maintenance. The anticipated contract will support the Kuwait Air Force's ongoing surveillance and monitoring capabilities through a robust, technically proficient contractor team.
