About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking a bridge contract for Contracted Air Services (CAS) High Endurance Electronic Warfare Jet (HEEWJ) Services to support Fleet air training and certification events. The proposed contract will be a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with predominantly firm-fixed-price task orders. NAWCAD intends to award the contract to Aery Aviation, LLC using the statutory authority of 10 U.S.C 3204(a)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements. The contract is specifically designed to provide contractor-owned and contractor-operated (COCO) aircraft that can simulate airborne threats for testing shipboard and aircraft squadron weapon systems. While this is a pre-solicitation notice and not a formal solicitation, the anticipated contract award date is March 14, 2025, with a performance period from May 13, 2025 to May 12, 2027.
The contract is not set aside for any specific small business category and will cover a 12-month base period with four additional 3-month option periods. The current incumbent, Strategic Airborne Operations LLC (now fully owned by Aery), will be replaced by this bridge contract while NAWCAD completes two competitive follow-on efforts for Electronic Warfare Jet Services and Stand-Off Jamming Jet Services. These follow-on efforts require a 24-month capability establishment period to finalize aircraft procurement, obtain necessary certifications, and establish operational readiness. Aery Aviation is currently the only identified source capable of providing continuous HEEWJ services without unacceptable delays or interruptions to Fleet requirements. The contract will enable Aery to continue providing critical air services while the government prepares more comprehensive, long-term competitive contracts for these specialized aviation support services.

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This acquisition will be a bridge contract that will provide Contracted Air Services (CAS) High Endurance Electronic Warfare Jet (HEEWJ) Services consisting of contractor owned and contractor operated (COCO) aircraft to support Fleet air training and certification events. NAWCAD intends to award a Single Award/Indefinite Delivery Indefinite Quantity contract that allows for Firm Fixed Price orders to Aery Aviation, LLC (Aery). The anticipated ordering period for issuing task orders will be twenty-four (24) months, made up of a twelve (12) month base period and four (4) three (3) month option periods.
Please be advised that the Government is in the process of competitively awarding two (2) separate follow-on efforts to meet the fleets requirements: (1) Electronic Warfare (EW) Jet Services; and (2) Stand-Off Jamming (SOJ) Jet Services. Both recompete efforts have a Capability Establishment or Stand-up period phase of up to 24-months. These Capability Establishment or Stand-Up periods consist of the time required for finalizing third-party aircraft procurement and lease agreements, obtaining Federal Aviation Administration airworthiness certificates, Navy Interim Flight Clearances (IFC), issuance of aircraft tail-number specific fuel cards, hiring of required workforce personnel, receiving Common Access Cards (CAC) as required, and executing Memorandums of Agreement (MOAs) for strategic locations supported by the CAS contract aircraft. At this time, Aery is the only source that can continue to provide HEEWJ services without an unacceptable delay or interruption to the Fleet. This bridge contract action will mitigate the availability risk of performance in meeting the Fleet’s HEEWJ requirements until the two, planned awards are executed and CAS service provider(s) are operational and available for scheduling.
