About this opportunity
Paragraph 1:
The Defense Information Systems Agency (DISA) Business Systems Program Management Office (PMO) is seeking manual contract conversion services to migrate legacy telecommunications contracts, specifically Communication Service Authorizations (CSAs), from legacy software applications to a new web-based, task-oriented contract writing system. DISA is modernizing its contract writing, order entry, and financial systems to be compliant with the Business Enterprise Architecture (BEA) and Procurement Request Data Standards (PRDS). The PMO is looking for companies with expertise in federal contract law, legacy data transition, and rewriting contracts to the new standards. Key requirements include the ability to handle approximately 26,000 active CSAs and provide the conversion services within the modernization timeline.
Paragraph 2:
This opportunity is not set aside for any particular business size or type. DISA has not specified any incumbent contractors or potential award values. The only numerical detail provided is the approximately 26,000 active CSAs that need to be converted to the new PRDS-compliant format. Responses to the Request for Information (RFI) are due by September 6, 2024, and DISA will use the information gathered to determine the best approach for the contract conversion effort.

Update #2 · Latest ·
***RFI Q&A has been posted. Response submission date has been extended to 10:00AM on September 6, 2024.***
The DISA Business Systems Program Management Office (PMO) is in the middle of a complex modernization of its contracting writing system, as well as its order entry and financial systems. These modernized systems will be compliant with the Business Enterprise Architecture (BEA) as well as the Procurement Request Data Standards (PRDS). Once these modernized systems are complete, it will be necessary to convert legacy contracts into the new BEA and PRDS compliant formats.
To that end, DISA Business Systems PMO (SD2) is conducting market research to gather information from companies capable of providing manual contract conversion services for Federal Acquisition Regulation (FAR)/ Defense FAR Supplement (DFARS) based telecommunications contracts (i.e., Communication Service Authorization (CSA)) from legacy software applications to a web-based, task-oriented contract writing system (CWS).
