Update #2 · Latest ·

The proposed action is to request approval for a new Firm-Fixed-Price, 3-Year, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the brand name purchase of BAE Systems' software maintenance and support of SOCET GXP software. The total estimated cost for this contract award effort will be $1,965,216.28.

The source for this procurement is BAE Systems Information Solutions Inc. of 8201 Greensboro Dr Ste 1200, McLean, VA, 22102-3846, the only manufacturer and U.S. distributor for SOCET GXP products. Failure to acquire this software product would result in increasing the diagnosis and repair time. For the Government to select another product(s) or attempt to create/develop its own comparable product(s) to replace the functionality of the SOCET GXP, would require significant efforts and funding to redesign the whole systems baselines. It would result in extensive research and functional testing to identify potential product(s), developmental efforts to re-engineer the baselines, which would be followed by production and certification testing efforts. This effort would require significant funding that could easily exceed fourteen million dollars plus minimum development time of 24 to 36 months for the redesign of the DCGS-A and IWS Systems baselines. Replacement of this product in the baseline would only increase substantial delays of support efforts to field users in response to software errors, failures and impacting their performances of their missions. As a COTS product owned by BAE Systems, BAE systems retained rights to the proprietary data, patents, copyrights, source code, etc. Therefore, it is necessary to sustain software license maintenance to ensure continued technical support of these products are readily available to include receiving fixes, patches and free upgrades.
