About this opportunity

The Naval Sea Systems Command (NAVSEA) is seeking a contract modification to procure Low-Rate Initial Production (LRIP) units of the Acoustic Device Countermeasure (ADC) MK 5, an expendable, mobile acoustic countermeasure system designed to enhance submarine survivability against torpedo threats. This procurement will also include associated engineering support services. The Navy intends to award this modification to the incumbent contractor without full and open competition pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing the original developer's sole-source capability and the absence of a complete Technical Data Package (TDP) necessary for open competition. The Government's evaluation will consider capability statements submitted by interested parties, with emphasis on technical expertise and demonstrated ability to fulfill requirements while meeting critical fleet deployment and testing schedules. Responses must be submitted via email to christopher.t.venturino.civ@us.navy.mil and jennifer.l.kramer26civ@us.navy.mil by May 8, 2026, with no reimbursement provided for response preparation costs.

This procurement carries no set-aside designation and is anticipated to be awarded to Leidos Holdings, Inc., the original developer and incumbent contractor under existing Contract No. N00024-18-C-6209. The notice does not specify the contract value, quantity of units to be produced, or detailed timeline for completion; however, the schedule emphasis indicates an expedited requirement driven by critical operational needs. The modification pertains to the manufacturing and electronic countermeasures field, classified under NAICS 334511 and PSC 5865. Interested parties are encouraged to submit capability statements demonstrating their qualifications, though the Government maintains that schedule delays from pursuing alternative sources during TDP finalization justify the sole-source approach to this incumbent.

Notice text

The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Leidos Holdings, Inc. under Contract No. N00024-18-C-6209. The modification will be issued using other than full and open competition pursuant to 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1.

The Acoustic Device Countermeasure (ADC) MK 5 is an expendable, mobile acoustic countermeasure designed to increase a submarine’s survivability against torpedo threats. Leidos is the original developer of the ADC MK 5 system, and the Government does not currently possess a complete Technical Data Package (TDP) with build-to-print specifications. This action is required to procure additional Low-Rate Initial Production (LRIP) units and associated engineering support to meet critical fleet deployment and testing schedules. Leidos is determined to be the only available source capable of fulfilling these requirements without causing unacceptable schedule delays while the TDP is finalized for future full and open competition.

Interested parties may express their interest and capability in response to this notice. Parties may submit a capability statement detailing their technical expertise and ability to fulfill the requirements, which will be considered by NAVSEA. Responses shall be submitted via email to christopher.t.venturino.civ@us.navy.mil and cc jennifer.l.kramer26civ@us.navy.mil and reference the solicitation number. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
