About this opportunity

The Department of the Interior's Interior Business Center issued a Special Notice publishing a Contract Consolidation Determination and Findings (D&F) under FAR 7.107-3 for a departmentwide retirement and benefits software requirement, with no set-aside used. The notice is informational only and does not constitute a solicitation; any future solicitation will be published separately under FAR Part 5. The attached D&F, issued by the Department of the Interior Office of Human Capital, states that the requirement is for a Retirement and Benefits Software Solution valued at approximately $2.86 million, consolidating eight existing bureau-level contracts into one acquisition with a 12-month base year and four 12-month option periods. The D&F states the consolidation will be solicited as a sole source to Government Retirement and Benefits Inc. (GRB), approved before solicitation. A Request for Information on GSA MAS SINs 518210C and 511210 drew twelve responses (eleven small businesses and one large business), but the D&F determined that only GRB can supply the required software subscriptions as the original equipment manufacturer. The D&F projects cost savings exceeding 10 percent of current spending and reports that approximately 86 percent of current spending sits in four high-value awards.
