This procurement will utilize Simplified Acquisition Procedures under a firm fixed-price (FFP) purchase order authority, with evaluation on a lowest price technically acceptable (LPTA) basis. Key contract requirements include demonstrated capability to meet all specifications, incorporation of all freight and shipping charges into quoted line items, and submission of official company name, firm fixed price, FOB destination, point of contact information, CAGE code, business size certification, and payment terms. Quotations are due by Monday, January 5, 2026 at 9:00 am EST in response to Request for Quotation (RFQ) No. N0016726Q1030, with interested parties offering equal or substitute items permitted to submit capabilities statements by the same deadline. This solicitation is designated as a total small business set-aside with a NAICS code of 314994 (Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills) and a business size standard of 1,000 employees. The procurement is brand-name specific, justifying sole-source award to suppliers including Samson Rope Technologies, Newco Manufacturing Company, and Kito Crosby based on unique technical characteristics required for a full ship shock trial. The rope assembly will be used to tow a 17,000-pound float utilizing the 2,500-foot high-strength rope for maritime testing operations. Place of performance is Perryville, Maryland, with the specific technical requirements validated through historical trial data demonstrating the necessity of the designated brand-name products. The specific award value is not disclosed in the solicitation materials, though the procurement is expected to remain below the simplified acquisition threshold.
