The ACC RI IS - Pine Bluff Arsenal requires the following items, Exact Match Only, to the following:
LI 001, Sample, First Article in accordance with FAR 52.209-3. First Article shall consist of ten (10) samples for examination. First Article testing shall be performed at supplier and accepted at destination. The contractor shall perform all required measurements for all components and prepare a FAT report detailing all of those measured inspections. Every requirement of every drawing and specification must be measured and reported. All required Material Certifications along with Certificates of Analysis are to be included in the FA report. All FA sample units will be individually marked for identification purposes, and the accompanying FAT report will list each unit along with all required drawings and/or specification requirements. The FAT report, along with the identified FA units, will be presented to the Pine Bluff Arsenal for verification purposes at the time of the FAT. Not separately priced., 1, LOT;

For this solicitation, ACC RI IS - Pine Bluff Arsenal intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC RI IS - Pine Bluff Arsenal is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
First Article samples are preferred within 30 days or less after receipt of order (ARO). Delivery in full is preferred within 30 days or less after approval of First Article samples. The offeror must provide within its offer the number of days required to make delivery after it receives a purchase order from the buyer.

Sellers must read and comply with all specifications, shipping information, and terms outlined in the attachments.

Offeror must attach Past Performance and/or Technical Information showing they are familiar and capable of providing Container Assemblies. Offerors must attach an Estimated Delivery Schedule including the amount of days it will take to provide the First Article samples and the amount of days it will take to provide the full amount after First Article sample has been approved. Evaluation criteria ranks as followed: Past Performance and/or Technical Capability is more important than Delivery Schedule. Delivery Schedule is more important than Price.

The ACC RI IS - Pine Bluff Arsenal requires the following items, Exact Match Only, to the following:
LI 001, Sample, First Article in accordance with FAR 52.209-3. First Article shall consist of ten (10) samples for examination. First Article testing shall be performed at supplier and accepted at destination. The contractor shall perform all required measurements for all components and prepare a FAT report detailing all of those measured inspections. Every requirement of every drawing and specification must be measured and reported. All required Material Certifications along with Certificates of Analysis are to be included in the FA report. All FA sample units will be individually marked for identification purposes, and the accompanying FAT report will list each unit along with all required drawings and/or specification requirements. The FAT report, along with the identified FA units, will be presented to the Pine Bluff Arsenal for verification purposes at the time of the FAT. Not separately priced., 1, LOT;
LI 002, Container Assembly in accordance with 2 Government Drawings, Product Description and Specifications MIL-A-13374E dated 25 Aug 1983, Spec A-A-1507A dated 28 June 1993 with Notice 2 dated 2 Feb 2000 and DTL EA-G-1723B with amendment 1 dated 3 April 2011. Drawings are only available to contractors who are certified in the Joint Certification Program. For this solicitation, ACC RI IS - Pine Bluff Arsenal intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC RI IS - Pine Bluff Arsenal is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.
Bid MUST be good for 30 calendar days after close of Buy.
Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
Delivery is preferred within 30 days or less after receipt of order (ARO). The offeror may provide within its offer the number of days expected to make delivery after it receives a purchase order from the buyer, if different than 30 days.

Sellers must read and comply with all specifications, shipping information, and terms outlined in the attachments.
