Notice of Intent
July 20, 2010
This is a Notice of Intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate sole source with Association of Operating Room Nurses for the procurement of conducting a review of the structure, processes and clinical practice at the Louis Stokes Cleveland VA Medical Center of the preoperative services which the government believe is proprietary to this vendor. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106(b). Other persons may identify their interest and capability to respond to this requirement by July 22, 2010. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. All inquiries must be submitted by email to Contract Specialist Glen E. Johnson at glen.johnson@va.gov by July 22, 2010 @ 4 P.M. (Noon) procurement close date. No telephone calls will be accepted.

This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hubzone, 8(a), small disadvantage business, small business, or large business) relative to NACIS 541611(size standard of $6.5M. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company name, a service capability statement, three customer references to which you have provided similar services to, copies of applicable licensing, product catalog, address, point of contact, and the size of your business pursuant to the following questions: (1) Is your business large or small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hubzone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? Responses to this notice shall be e-mailed. Other supporting material may be mailed or faxed to the attention of Glen Johnson 90(C), The Louis Stokes Brecksville VA Medical Center, 10000 Brecksville Rd, Brecksville, OH, 44141. The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), 10000 Brecksville Road, Brecksville, Ohio, 44141 anticipates soliciting sources and consequently awarding a Purchase Order for Medical Services known as CONSULATION FOR PERIOPERATIVE SERVICES.
The solicitation will be conducted in accordance with FAR Parts 13 will be evaluated in accordance with the procedures therein.

The solicitation documents will be issued on or about Wednesday, June 30, 2010. At such time, information will be provided regarding the solicitation.
Solicitations will be due on or about Friday, July 9, 2010 at 12 Noon E.S.T. This notice is not a request for submission of offers.
