About this opportunity

The U.S. General Services Administration (GSA) Public Buildings Service, Region 1 is conducting a market survey to procure construction services for multiple Land Port of Entry (LPOE) locations in Vermont and Maine. The solicitation seeks qualified construction contractors to perform comprehensive construction and renovation work at five specific sites: Alburg Springs, Beebe Plain, Calais-Ferry Point, Norton, and Richford. Contractors must demonstrate experience with at least two similar projects using design-bid-build delivery methods within the past ten years, and will be responsible for providing all labor, materials, transportation, supervision, and management for construction activities. The evaluation will utilize best-value source selection procedures on a firm-fixed price basis, with contract awards anticipated between August 2025 and January 2026. Interested firms are required to submit a detailed Letter of Interest by April 21, 2025, which must include project experience, company information, and specific responses addressing site-related challenges for each LPOE location.

The pre-solicitation notice indicates no specific set-aside designations, meaning the opportunity is open to all business concerns. Estimated construction costs for the projects range from $5 million to $50 million, with contract durations varying between 12 and 36 months. Each LPOE project presents unique characteristics, including potential work on historic structures and site-specific constraints that will require detailed technical expertise. The procurement falls under the North American Industry Classification System (NAICS) code 236220 for Commercial and Institutional Building Construction, and the Product Service Code (PSC) Y1AZ for construction of administrative facilities and service buildings. Contractors will need to demonstrate significant capabilities in handling complex government construction projects with varying environmental, historical, and structural challenges across multiple northeastern U.S. border entry locations.
