About this opportunity
The U.S. Army Corps of Engineers, Jacksonville District is conducting market research through this pre-solicitation notice to identify qualified contractors for Quality Assurance Services supporting Civil Works, International Services, and Military Construction Projects in the Everglades Agricultural Area. This non-personal services contract will not be subject to the Brooks Architect-Engineers Act and will require the contractor to maintain full accountability for service provider performance without government supervision. The agency is particularly interested in gauging the interest and capabilities of small business concerns, including Section 8(a) entities, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and HUBZone-designated firms to ensure adequate competition among potential contractors. The synopsis was initially posted on April 21, 2026, and was revised on April 23, 2026 to remove bonding capacity requirements from the evaluation criteria. Interested parties must submit their responses to the sources sought attachment by the May 5, 2026 deadline, though no reimbursement will be provided for costs incurred in preparing responses or supporting follow-up information requests.
This opportunity involves no set-aside designation and has not identified any current or incumbent contractors. The anticipated award vehicle will be either a Firm Fixed Price Single Award Task Order Contract or a Multiple Award Task Order Contract, with the specific procurement method to be determined based on responses received from industry. No specific budget range or award value has been disclosed in this pre-solicitation notice. The requirement is targeted for a potential fiscal year 2027 award, indicating that actual procurement solicitation and contract award are likely several months away. Prospective contractors should note that participation in this market research phase is voluntary and non-binding, serving primarily to inform the government's procurement strategy and contractor pool assessment.
