NOTICE UPDATE
Due to unforeseen circumstances the solicitation and plans for the construction of the new Scientific Computational Facility is hereby canceled until further notice. No response is necessary. Any new requirements will be posted under new title and number. Please continue to monitor (FBO) for any future announcements and/or contract opportunity.

PRE-SOLICITATION NOTICE - REVISED TO REMOVE INCORRECT PARAGRAPH
NOT A REQUEST FOR PROPOSAL OR SOLICITATION
The Food and Drug Administration has a requirement for construction of a new building (Building 18 - Scientific Computational Facility (SCF), Phase 1) located at the U.S. Food and Drug Administration, National Center for Toxicological Research, 3900 NCTR Road, Jefferson, Arkansas 72079.
This requirement will consist of furnishing all labor, equipment, materials, and transportation for the construction of a new from the ground up facility, Bldg. 18 - Scientific Computational Facility (SCF), Phase 1), which is approximately 10,400 square feet single story building consisting of a data center, offices and support spaces.
This procurement is issued as a Hub-Zone Small Business set-aside. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Size Standard is $36.5 Million.
The estimated period of performance is 365 days after issuance of the Notice to Proceed. Award of contract is subject to availability of funds. The Magnitude of construction is between $5 million and $10 million. The anticipated release date of the RFP is on or about July 24, 2019.
Solicitation, technical specifications and drawings will be posted to Federal Business Opportunity website once released.
Pre-Proposal/Site Visit for interested vendors will be held on site in Jefferson Arkansas approximately 2 weeks after release of the RFP.
All responsible small business sources may submit a proposal, which shall be considered by the agency. Vendors are encouraged to sign up on the Interested Vendors List to receive automated notification from FBO when changes are made to the posting; however, contractors are responsible to monitor this website for further information concerning this procurement. No electronic proposals will be accepted.

The intent of any ensuing contract is to provide Construction Quality Management (CQM) services to the FDA for contract administration support, construction inspection and administrative management for the project. The awarded contract may include: Pre-Bid Constructability Review, Project Management; Cost Estimating and/or Analysis; Schedule Development and/or Analysis; Construction Evaluation and Assessment of Level of Quality of Work; coordination of Shop Drawing and Submittal Reviews; Evaluation of Change Orders and Proposals; Development of Change Order and Clarification Design Documents; Claim Reviews; Construction Material Testing; Factory Witness Testing; Laboratory Analysis; Field Investigation and Testing; and Evaluation of compliance with relevant environmental codes and regulations.
