About this opportunity

The 409th Contracting Command, operating under the Department of the Army Materiel Command, is soliciting offers for laser-cut steel parts and construction materials to support United States Army Garrison (USAG) Bavaria-Vilseck in Germany. The procurement includes four contract line items: laser-cut steel parts manufactured from THYSSEN SECURE600 material, standardized fasteners and anchors, welding and cutting consumables, and milling and turning consumables. This solicitation employs commercial items procedures under FAR Part 12 and will be awarded on a Lowest Price Technically Acceptable (LPTA) basis using evaluation factors that include Supply Chain and Manufacturing Capability, Trade Agreements certification, Supplier Performance Risk System assessment, and price. Offerors must demonstrate either in-house manufacturing capability or provide a manufacturer's letter of supply, submit completed solicitation documents including representations and certifications, maintain current registration in the System for Award Management (SAM), and email proposals to the contracting officer by the April 28, 2026 deadline at 11:00 AM Central European Time. An amendment issued on April 7, 2026 provided clarifications to vendor questions regarding technical specifications and part numbers, with the government confirming that no further questions will be accepted beyond the specified deadline.

This is a women-owned small business (WOSB) set-aside under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing), though the solicitation notice indicates it will be issued on an unrestricted basis. The contract will be a Firm Fixed Price (FFP) agreement with delivery to Maintenance Activity Vilseck, Rose Barracks, Building 308, in Vilseck, Germany, and staggered delivery dates requiring standardized parts and consumables by March 31, 2026, and laser-cut parts by May 31, 2026. The specification document details specific quantities including 14 laser-cut plate items, 96 round tubes, 300 heavy-duty concrete anchors, numerous welding and cutting consumables (such as 50 cooling tubes, 120 nozzles, and 10 quick-change heads), and multiple carbide machining tools with varying quantities. FOB Destination pricing applies, meaning all delivery costs to Germany are included in the quoted prices, with the customer responsible for unloading. The solicitation requires vendors to download their own copies of the RFQ from SAM and monitor for any amendments prior to the submission deadline, with all proposals submitted electronically to avoid rejection for non-responsiveness.
