Description: The Department of Veterans Affairs, National Energy Business Center (VA NEBC), 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the construction services necessary for selected energy conservation measures. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include but not be limited to:

1. Lighting Upgrades

2. VFD Upgrades

3. Install Engineer Control Center

4. Replace Existing Steam Traps and Associated Valves

5. Replace Steam Fired Domestic Water Heaters

6. Provide Vending and Snack Machine Misers

7. Provide Atrium Destratification Fans

8. Provide Exhaust Fan Air Flow Monitoring



The work performed will be at the Cleveland VA Medical Centers, Wade Park Division, 10701 East Boulevard, Cleveland, OH 44106 and the Brecksville Division, 10000 Brecksville Road, Brecksville OH 44141.

The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. The IFB will be issued on or about March 29, 2010 and proposals will be due on April 29, 2010 at 4:00PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 250 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The point of contact is Scott Elias who can be reached by email at Scott.Elias@va.gov. The VA NEBC reserves the right to use only FBO, via the internet, to provide notification of any amendments to this IFB.
