About this opportunity
The Department of the Air Force Global Strike Command intends to solicit construction of airfield blast deflector shields at Dyess Air Force Base, Texas, with an RFP expected mid-September 2026 and proposals due end of October 2026; this is a Total Small Business set-aside.
The work consists of fabrication and installation of jet blast deflectors capable of withstanding B1-B Bomber engine afterburner throttle at 30,000 pounds thrust from approximately 90 feet, with extrapolated temperature of 1,400 degrees Fahrenheit at 900 miles per hour velocity. The base contract covers five blast deflectors including painted aircraft parking position numbers and airfield parking removal and painting. Option 1 involves two additional deflectors, removal and repainting of nine restricted area signs, and approximately 1,000 feet of red restricted area line markings. Performance occurs at Dyess AFB, Texas, with 60 days allowed for the base work and 14 days for Option 1 from Notice to Proceed.
Blast deflectors must be installed on existing concrete (minimum 16 inches thick) using Lynnco Epoxy-Locked anchors, assembled by bolting without welding or brazing, with all fasteners cadmium or zinc-plated and structural members hot-dip galvanized at minimum 2.0 ounces zinc per square foot. Contractors proposing alternate designs must submit full-scale instrumented field test results, smoke-pot test documentation, evidence of two years' satisfactory field service, and detailed design analysis; concrete and perforated deflecting surfaces are explicitly prohibited. Contractors must submit shop drawings, construction schedules, equipment lists, AF Form 103 Work Clearance Requests, and Installation Access Affidavits at least 10 days prior to personnel base admission.
The procurement method is Lowest Price Technically Acceptable with firm-fixed-price contracting. NAICS code 238120 applies with a $19 million size standard. Davis-Bacon prevailing wages apply to construction trades in Callahan, Jones, and Taylor Counties, Texas.
