About this opportunity
The U.S. Army Corps of Engineers (Engineering District Louisville), procuring on behalf of the United States Space Force, is conducting market research through a Request for Information for the design and construction of the USSF Integration Facility (F/10852) at Wright-Patterson Air Force Base, Ohio, with RFI responses due by October 6, 2026 at 10:00 AM Eastern. The Government intends to use an Other Transaction Agreement under 10 U.S.C. 2808a with a Progressive Design-Build delivery method.
The project involves constructing approximately 333,700 square feet of multi-story, ICD 705-compliant space for intelligence analysis and production operations supporting the Space Force and the Director for National Intelligence. The facility will include Special Access Program spaces and Secure Compartmentalized Information Facilities meeting ICD 705 standards, structural framing with metal panels and precast exterior walls, backup generator facilities, HVAC systems with chillers and controls for 24/7 operations, fire suppression and addressable alarm systems, and lightning protection. Construction phasing must maintain operational status of existing Building F10854 and preserve its ICD 705 accreditation.
The estimated acquisition magnitude is $340 million, funded through FY29 Space Force Military Construction appropriations. Phase 1 covers collaborative design advancement, constructability reviews, and open-book cost estimating through 60–90% design completion; Phase 2 covers construction execution upon Guaranteed Maximum Price agreement, with an off-ramp provision if GMP cannot be reached. All contractors and critical subcontractors must achieve CMMC Level 2 (Self) certification prior to award and maintain current SPRS verification. RFI responses, limited to 15 pages in PDF format, should address OTA and progressive design-build experience, ICD 705 and complex mechanical-electrical-plumbing expertise, GMP risk allocation preferences, cybersecurity implementation, bonding capacity, and acquisition strategy feedback.
